ACTION ITEM: HB 1927 & HB 1500 Set For A Floor Vote Thursday

HB 1927, Constitutional Carry, will be coming up for a floor vote on Thursday, April 15,2021. Constitutional Carry is one of The Republican Liberty Caucus of Texas’ legislative priorities.

Constitutional Carry

HB 1927 – Schaefer / White / Hefner / Guillen / Canales / et al. Relating to provisions governing the carrying of a firearm by a person who is 21 years of age or older and not otherwise prohibited by state or federal law from possessing the firearm and to other provisions related to the carrying, possessing, transporting, or storing of a firearm or other weapon; creating criminal offenses.

Additionally, HB 1500 will also be up for a vote on this date. HB 1500 regulates the Governors, and local governments’ emergency powers in relation to firearms, ammunition and knives.

Emergency Powers

HB 1500 – Hefner / White / Guillen / Burrows / Paddie / et al. Relating to authority of the governor and certain political subdivisions to regulate firearms, ammunition, knives, air guns, explosives, and combustibles and certain associated businesses during certain disasters and emergencies.

On the issue of Constitutional Carry, the RLC has a simple message: No adult, law abiding Texan should need to ask permission to exercise their fundamental right of self protection from government. Constitutional Carry is fairly common in a number of States and is not an issue. Texas should not be behind on this issue.

As we have seen with the recent pandemic, there is no better time for government to infringe upon our rights than in an emergency situation. In Texas, this leaves the Governor with a wide area of power to go unchecked while the legislature is not in session. HB 1500 will seek to limit these powers in relation to firearms and other items.
